The minutes of the Youth & Community Committee held on 25 July 2019 at 6.30pm in the meeting room at the Institute.
Present: Councillors Hall, Halls and Shinkins-Hoppe.
The minutes were taken by the Parish Clerk.
1.20 To elect a Chairperson.
It was proposed seconded and Resolved that Councillor Shinkins-Hoppe should be the Chairperson
2.20 To receive apologies of absence.
Apologies had been received and were accepted from Councillor Kornfeld.
3.20 To receive declarations of interest if any.
None declared.
4.20 To agree the minutes of the meeting held on Thursday 14 February 2019.
The minutes of the last meeting were agreed and signed as a true copy.
5.20 To consider the play equipment inspections reports completed on 18 June 2019 by an independent company and agree a schedule and time table for any repairs.
Councillor Shinkins-Hoppe noted that no high risks issues had been mentioned in the reports with only two being noted of a medium risk. It was agreed to recommend to Council that a quote from an outside contractor should be obtained to carry out these repairs.
6.20 To receive an update about the summer play scheme running from 29 July to 9 August 2019.
Councillor Shinkins-Hoppe advised that it would take place at Market Deeping Community Primary School and be run by MADCAPS out of School club. There had been a lower uptake than in previous years however the scheme was more inclusive with SEN provision being made available. Councillor Shinkins-Hoppe agreed to visit the paly scheme during the fortnight it was running.
7.20 To receive an update about the installation of an electricity supply and CCTV on the parks
Councillor Shinkins- Hoppe explained this that this had been a long slow process as several options had been considered including 1 phase and 3 phase supplies and connecting to the Rugby clubs equipment on the School/Sports field or to a lamppost on Linchfield Road. Taking advice from the distribution company to future proof the parish council a 3 phase supply from the lamppost was the option chosen although road closure requests could not be made and work could not commence to install live cabling until concrete bases and a secure cubicle were in–situ. A quote for the concrete base had been obtained as had one for a secure cubicle. In accordance with current standing orders and financial regulations due to the cost of the cubicle it was agreed that the Clerk would try to obtain two further quotes.
Although not the responsibility of this committee as it had been resolved to do it the intention was to install the base and cubicle at Jubilee Park at the same time.
8.20 To arrange for the purchase and installation of a replacement springy at Jubilee Park play area and consider replacing the broken one (owned by SKDC) at Hereward Way play area.
It was agreed that the Clerk would look at the options and purchase a robust model for Jubilee Park and also speak to a contact at South Kesteven District Council to obtain confirmation as to whether they were replacing the one at Hereward Way and if so when.
9.20 To review the terms of reference and delegated powers of this committee and recommend amendments to be adopted in May 2020.
It was agreed that these were acceptable to the committee unless something came to mind between now and May 2020.
10.20 To agree the date of the next meeting.
It was agreed to hold the next meeting at 7pm on 12 September 2019.
