Minutes of the virtual Planning & Transport Committee held on Thursday 23rd July 2020
Present: Councillors Gilbert, Hardy, Shinkins-Hoppe, Stevens, Thomas, Dilks, Bowell and Halls.
District Councillor Barry Dobson, Deputy Leader of SKDC and Cabinet Member for Growth and Leisure.

13.21 It was Resolved to move into closed session in accordance with The Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matter.
The meeting was put in place to allow Councillors the opportunity to ask questions of Karen Whitfield and Barry Dobson regarding the Leisure Centre, its draft heads of terms document and demise plans.
It was Resolved to move out of closed session.
Councillor Halls, Dobson and Karen Whitfield left the meeting.
14.21 To receive apologies of absence.
Apologies were received from Councillor Hosking.
15.21 To receive declarations of interest, if any.

16.21 To agree the Minutes of the previous meeting held on 18 June 2020
Minutes agreed, Councillor Shinkins-Hoppe to be signed at a later date.
18.21 To receive an update from Councillor Bowell re Bus Stops within DSJ following a meeting with LCC
Councillor Bowell had a meeting with John Hayes MP, Mr Delaine-Smith, representatives from Lincolnshire County Council and a representative from Deeping St Nicholas Parish Council, on the 17th July 2020, to discuss putting an application together to reopen two train stations: Donnington and Deeping St Nicholas train stations. This was supported by John Hayes MP.
Mr Delaine-Smith is considering re-routing bus service 102 in the morning and evening to allow people to travel from Spalding, including Deeping St Nicholas and regular stops on to Peterborough Bus Station. Nothing has been agreed as yet.
There has been a delay in Bissell bus stops being installed by Lincolnshire County Council due to Covid-19, however this should now commence again. LCC are also dealing with the request for clearway markings on Horsegate and the reinstatement of the bus stop pole and hardstanding in Thackers Way opposite the bus shelter near Jubilee Park.
17.21 To receive reports from the clerk, on Matters Arising not covered elsewhere on the agenda and a report on Planning Matters affecting Deeping St James from any District Council Members present.
The Assistant Clerk has contacted a representative from The Priory Church Hall Trust to ask if they would be in favour of forming a working party with DSJPC to oversee the ongoing maintenance of the Oak tree in the car park.
The working party has been welcomed by The Priory Hall Trust, although this still needs to be organised.
A Hawthorn hedge at the boundary of Windmill Close and Broadgate Lane was discussed. Councillor Hardy had viewed the Hawthorn hedge and is going to seek advice from the Wildlife Trust as to what steps can be taken.
Councillor Dilks as a representative of the Welland and Deeping Internal Drainage Board has been asked to enquire informally regarding any access they may require to this land.
Councillor Stevens is to speak to the local resident advising him that he is able to remove the deadwood and tidy the area up and the Parish Council can work with him in the autumn to plant new hedging obtained from the Woodland Trust.
Councillor Bowell left the meeting.
19.21 To receive and consider the following planning applications and put forward recommendations to the next Council Meeting or make decisions in accordance with the Committee’s delegated powers:

54 Park Road, DSJ
Erection of 1 dwelling (all matters reserved)
1. This application gives no indication of layout (which is one of the five reserved matters) as the layout submitted is actually only a picture, so as a result there is insufficient information provided. The layout is necessary to have some idea of the impact of a house of this proposed size on the street scene and its neighbours.
2. From the “picture layout” they have provided it can be shown that
(a) The garden for 54 Park Road, would be very small if this development when ahead - only 5.5m deep. Whilst there are no fixed requirements for the size of gardens the new build would have an even smaller outside area. This would not be in keeping with the reasonably spacious street scene.
(b) Although the “picture” does not give details – it is presumed that this is a 2-storey house with either three or four bedrooms. This would mean that a reasonably large house would be shoe horned into what appears to be a fairly small garden. This would certainly be harmful to the current street scene.
3. Concerns exist about access to this proposed development – there is no rear access available from 54 Park Road. As a result, access would need to be gained from Millfield Road. This would be close to a very busy junction
Recommendation to full council, to object on the above grounds.
