AGENDA 

There will be an open forum, lasting a maximum of thirty minutes, to permit residents to address the Parish Council prior to the items listed below being considered.
 
24.72 To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

24.73 To receive declarations of interest under the Localism Act 2011 – being any interest in agenda items not previously recorded on the registration of disclosable pecuniary interest forms. 

24.74 To approve the minutes of the previous meeting held on Tuesday 19 September 2023. 

24.75 To receive the Clerks report and receive an update on matters arising from previous minutes.

24.76 To receive reports from the District Councillors and County Councillor.

24.77 Financial matters:  

1. To receive the minutes of the Finance Policy and Personnel committee meeting held on Tuesday 17 October 2023.

2. To approve the payments for October 2023. 

3. To note the income for October 2023.

4. To consider the grant application received from the 2024 Deepings Literary Festival. 

5. To consider making a donation to the Royal Life Saving Society in lieu of SKDC’s Save a Life CPR and AED training held on26 September 2023  

6. To consider the Deeping Youth Group grant request for the financial year 2024/25  

7. RBL poppy appeal donation in lieu of wreaths and lampposts poppies 

8. To consider a donation to LIVES Lincolnshire to help to keep the of over 400 volunteer Emergency Responders on the road in the County   

9. To consider the Deepings Community Library grant request for the financial year 2024/25

10. To agree the donation to be made to the Exotic Pet Refuge in lieu of providing refreshments following the Footpath Walk on Sunday 10 September 2023.

24.79 To consider the following correspondence. 

1. Lincolnshire Police’s Parish Council Newsletter and invitation to attend a virtual Parish Council Engagement Session on 7 December 2023. Pre session survey deadline, 22 October 2023  

2.South Kesteven District Council Electoral Services consultation reviewing Polling Districts and Polling places. Consultation ends 27 October 2023 

3. Lincolnshire Police’s update regarding the new Neighbourhood Policing model and DSJPC’s enquiry about funding a Police Community Support Officer  

4. Zero Hour, the campaign for the Climate and Ecology Bill requesting that Deeping St James Parish Council resolves to support the Climate and Ecology Bill; inform local residents, and local press/media of this decision; write to the Rt Hon Sir John Hayes MP to inform them that this motion has been passed, urging them to sign up to support the CE Bill, or thanking them for already doing so; write to Zero Hour, the organisers of the cross-party campaign for the Climate and Ecology Bill, expressing its support (campaign@zerohour.uk).

5. Woodland Trust to support the Living Legends campaign to help ancient trees by signing the petition, spreading the word and donating to support the work 

6. South Kesteven District Council hold the date notification as the second Local Economic Forum meeting will take place on 15 November 2023 in Grantham (venue to be confirmed) 

7. Market Deeping Town Council invitation to the opening and closing of the Garden of Remembrance at 3pm on Sunday 5 and 19 November 2023 respectively

24.80 To consider siting two benches grass area on Linchfield Road/Brewton Drive and one on the former site of the telephone kiosk on Stowgate Road to compliment the Deepings Neighbourhood Plan Green Walk 

24.81 To consider arranging a joint meeting with relevant organisations to discuss the following cross boundary community matters

1. The general perception of the Deepings Health Centre 

2. The future of the Deepings Leisure Centre and the funding application from the Deepings Leisure Centre Community Group CIC. 

24.82 To decide how to respond to the Lincolnshire County Council’s call for mineral sites consultation therefore showing support to the neighbouring local councils of Baston, Langtoft, Greatford and West Deeping (agreed minute 23.178) 

24.83 To consider forming a working party to review the annual making a difference award nomination and presentation process. 

24.84 To consider the amended plan for the land within the playing field which DSJPC lease to LCC.  

24.84 To receive and consider minutes and recommendations of other committees, reports from advisory committees, members reports from external bodies and reports of meetings, seminars, training and events attended on the Council’s behalf: 

1. ‘Save a Life Session – CPR and AED training held in the meeting room at the Institute from 6.30pm on Tuesday 26 September 2023 led by LeisureSK Contracts Manager 

2. Lincolnshire Day – Lincolnshire flag flown on Jubilee Park on Sunday 1 October 2023

3. Combined Town and Parish Council highway verge grass cutting meeting held at Market Deeping Town Hall on Tuesday 3 October 2023 and attended by Councillor Stevens and the Parish Clerk, Julie Fortnum  

4. The meeting of the Jubilee Park improvements working party who met on Tuesday 3 October 2023 attended by Councillors Rose, Shinkins-Hoppe, Smith and Stevens 

5. Personnel sub-committee meeting held in the meeting room at the Institute on Wednesday 4 October 2023 

6. Meeting with the Chair and Treasurer of the Deeping Youth Group on Thursday 19 October 2023 attended by Councillors Hosking and Shinkins-Hoppe and the Parish Clerk  

7. Preview of Art at the Priory attended by Councillor Gilbert on Friday 20 October 2023

Saturday 28 October 2023 10.30am meet at the Institute for refreshments before going bulb planting on the riverbank, Fraser Close open space and Lady Margarets Avenue/Speedwell Court open space.
Monday 30 October 2023 – Councillors Shinkins-Hoppe and Smith to attend the Housing Strategy Working Group at South Kesteven District Council

Tuesday 7 November 2023 – Councillor Townsin to attend Lincolnshire Association of local Councils Councillors induction training virtually via Zoom 
Sunday 5 November 2023, 3pm  - Opening of the Garden of Remembrance at Riverside Park
Saturday 11 November 2023 – Union flag flown on Jubilee Park 
Sunday 12 November 2023 – Deeping St James Remembrance Parade processing from Deeping St James United Charities garden next to 91 Church Street from 2.15pm to attend the Priory Church Service at 3pm. Refreshments available after the service. 
Tuesday 14 November 2023 7pm  – Planning and Transport Committee meeting at the Institute 
Tuesday 14 November 2023 8pm – Recreation and Open Spaces Committee meeting at the Institute
