The minutes of the Deeping St James Parish Council meeting held on Thursday 28 February 2019 at 7.30 pm at The Institute.

Present: Councillors Barber, Blessett, Bowell, Dilks (District), Gilbert, Green, Hall, Halls, Hardy, Hosking, Pelling, Shinkins-Hoppe, Stevens (District), Thomas, County Councillor Dobson and three members of the public.

Open Forum

Member of the public, Tim Stevens, provided an update about the Delaine 203 bus service advising that from 4 March 2019 there would be two additional journeys – 16.26 Market Deeping to Spalding and the 17.15 Spalding to Market Deeping and three changes – 07.50 Maker Deeping to Spalding to run 5 minutes earlier, 15.15 Market Deeping to Spalding to be withdrawn and 14.30

Spalding to Market Deeping to run 15 minutes later. He also advised that many residents are still very unclear as to what the CallConnect service can offer and where it can go. District Councillors Dilks and Stevens both spoke of the garden village development at Spitalgate Heath outside Grantham and confirmed that the location of the new Leisure Centre in the Deepings would be announced next week.

County Councillor Dobson referred members to his report highlighting the Carbon Management Plan 2018-23 showing the largest offenders to be Schools due to the age of the buildings. He also confirmed that he would be attending the walkabout/drive-about scheduled to take place on Monday 4 March 2019 along the Lincolnshire County Council’s Executive Member for Highways and Transport, his Assistant and the Senior Highways Officer. Any areas of concern should be brought to his attention before the meeting.

County Councillor Dobson left the meeting.

Parish Councillor Thomas arrived.

117.19 Clerks Report

The outdoor gym trim trail was installed at Jubilee Park on Thursday 7 February 2019

A supply of salt to be used on footpaths within the parish was delivered by LCC Highways on Thursday 7 February 2019 and is being stored in the Priory Hall car park

The Community rehabilitation team continue to visit the parish weekly (with only minimum numbers attending) and there will be a requirement in the future to not only provide toilet facilities but a welfare facility including kettle tea coffee milk and sugar. Agreement to provide this is being investigated. Councillor Barber confirmed that the use of The Institute meeting room for this was due to be considered at the Deeping St James United Charities meeting on Wednesday 13 March 2019

LCC signs and lines team have been advised that the parish council wish to proceed with the installation of the hazard marker posts at the junction of Linchfield Road and Towngate East and payment has been forwarded to them to cover the costs.

Support has sent to LCC Highways requesting that they accept Delaine Buses request to that they mark a yellow box outside the Benedict Court bus stop making it a clearway between the hours of 7am and 7pm

The Chairman of Deeping St James Parish Council would attend the Market Deeping Town Council Mayor’s Ball on Saturday 6 April 2019 at no cost to the Town or Parish Council.

An allotment tenant has been asked to dismantled his shed on the grounds of health and safety and the Maintenance Worker will provide assistance if needed.

Further meetings have been held and are being arranged regarding an electricity supply at Woody Heights.

Prices have been obtained from the local hostelries for buffets after the footpaths walks and based three buffets have been booked at the most reasonably priced venue.

Dates of when the meeting room is available have been provided to the British Red Cross so that first aid training including the use of the defibrillator can be organised

A Red Cross have confirmed that they are able to offer free First Aid training from 1pm on Monday 15 April 2019 to the staff and Councillors.

The Clerk was asked to book this as at least 10 individuals were available and interested in attending.

The tap at the Cemetery which had been leaking has now been repaired.

The springy Pony at Hereward Way had been vandalised the head being broken off and SKDC as owners of the equipment were investigating the repair or removal.

The manufacturer of the recently installed outdoor gym equipment had repaired the Skier which had been reported as it was making a clanking noise.

 

118.19 To consider financial matters

1. To approve accounts for payment

It was proposed, seconded and resolved that payments totalling £19165.43 should be paid. Resolved

2. To approve the mission statement agreed at the finance and general purposes committee held on 22 November 2018

It was Resolved that the following mission statement should be adopted:

Our mission is to ensure that the parish of Deeping St James remains an attractive, safe and vibrant place in which to live and work, preserving the unique character of the built environment and our open spaces. We strive at all times to represent the community in a fair, balanced and informed manner in order to deliver services in an efficient and effective way for the benefit of all residents of the Parish.

 

119.19 To consider planning matters

1. To receive and consider minutes and any recommendations of the planning and transport committee meeting held on Thursday 24 January 2019 - Councillor Blessett introduced the minutes from which there was one recommendation, the approval of planning application S19/0143 in respect of the erection of 2 dwellings and associated garages on the plot of 186 Eastgate Deeping St James. Resolved. Councillors Dilks and Stevens did not vote. Councillor Blessett than provided the following updates

- An Arboicultuarlist’s report had now been obtained in respect of the application to the crown reduction of the Oak tree in the Priory Hall car park. The report agrees that the work should go ahead but also states that the tree should have a Tree Preservation Order placed on it.

- Confirmation had been received from SKDC that all the Lime Trees along Church Street are included under a Tree Preservation Order apart from the two outside 94a which do not qualify

 

120.19 To receive and agree the Council’s response to correspondence received since the last meeting.

Lincolnshire County Council Legal Services

Consultation regarding proposal to stop up the public highway rights over Cross Road Market Deeping (Highways Act 1980- Section 116)

It was Resolved that the Parish Council should support this and that the Clerk should respond accordingly

Lincolnshire Wildlife Trust

Requesting nominations for the Lincolnshire Environmental Awards 2019

It was Resolved that DSJPC should nominate the volunteers at The Deepings Lakes and Councillor Hall volunteered to prepare the nomination

Invitation to get involved with the Great British Spring Clean 2019

This item is to be considered by the events committee at the meeting from 7pm on Thursday 7 March 2019

Peterborough Society of Model Engineers

The group are contacting parish councils local to Peterborough in a search for a long term home for their railway track. They require 50x100m - flat, with electricity, sewage, secure and vehicle access away from built-up residential areas with a minimum 30year lease

It was agreed to add an item to the next Council agenda to consider whether DSJPC would be able to provide a home to the railway track if land became available.

Lincolnshire Trading Standards

Information on how to set up a no cold calling zone

It was agreed that this information should be circulated to all the members of the planning and transport committee so that at it could be considered further at the next committee meeting

Biffa Waste Services Ltd

Notification of a price increase from 1 April 2019.

Market Deeping Town Council

Invitation for the Chairman of Deeping St James Parish Council to attend the annual Town meeting from 7pm on Tuesday 5 March 2019 at The Green School Church Street Market Deeping

Councillor Bowell confirmed that he would be attending and asked that the Clerk reply accordingly

Lincolnshire County Council

Invitation to meet with County Councillor Richard Davies, Portfolio holder for Highways and Transport, at 10am on Monday 4 March 2019 to discuss highway matters in the parish and have a walkabout/drive-about.

It was agreed that this offer should be accepted and any issues of concern should be forwarded to the Clerk so that a list for consideration could be prepared prior to the visit.

 

121.19 To receive and consider minutes and recommendations of committees, reports from advisory committees, members reports from external bodies, members reports of meetings, seminars, training and events attended on the Council’s behalf:

1. Meeting at South Holland District Council held on 1 February 2019 concerning bus service changes – Councillor Bowell had attended this meeting and provided a report the contents of which had been noted however as there was no representative from Lincolnshire County Council little progress had been made.

2. Meeting at The Deepings School held on 13 February 2019 concerning parking issues on Spalding Road – The Parish Clerk and Councillor Stevens had attended this meeting where it had been agreed to improve information about the use of the leisure centre car park when bookings were made via 1Life and when games were arranged by DRUFC, produce a flyer to be distributed by volunteers to people parking on Spalding Road and for LCC to investigate better signage to the Leisure Centre car park and the which was the most suitable traffic regulation order to impose on the area to restrict the parking.

3. Youth committee meeting held at 7pm on Thursday 16 January 2019 – As there were no recommendations the minutes were noted

4. Illegal encampments meeting on 21 February 2019 – The report was noted and Councillor Shinkins-Hoppe added that this meeting had been productive and progress was being made. The next meeting would be at 10am on Thursday 21 March at Market Deeping Town Hall

5. Cemetery committee meeting held at 6.45pm on Thursday 28 February 2019 – Councillor Barber advised that this meeting had only just taken place and from it there was one recommendation to Council that the Parish Council request a local firm to manufacture and supply black galvanised metal railings to replace the wooden and wire fencing separating the Churchyard from the Cemetery. Removal of the old and installation of the new would be completed in house. The cost of £3950 would be covered from the reserve fund of £6000 which had been accumulating over the last six years. Resolved

 

122.19 To consider holding an event to coincide with The Great British Spring Clean dates of 22 March and 23 April 2019

It was agreed that the events committee would consider at the next meeting which was scheduled for 7pm on Thursday 7 March 2019.

 

123.19 The consider what to do with the Stowgate telephone box

It was Resolved that this should be removed and scrapped and Councillor Gilbert volunteered to take a look at the telephone box and report back on the removal options available at which point consideration would then be given to placing a salt or sand container at this location.

 

124.19 To receive an update on the 4 year strategic plan and request suggestions for inclusion from individual Councillors

It was agreed that the Councillors should send all additions and amendments to the Parish Clerk who would update the document and issue the amended version to the members of the Finance and general purposes committee so that it could be considered at the meeting at 7.45pm on Thursday 21 March 2019.

 

125.19 Parish pump – items for information or inclusion on future agendas

- Councillor Pelling agreed to write the press report for the next meeting

- Councillor Hosking agree to attend the Councillors Surgery on Saturday 4 May 2019 in the place of Councillor Shinkins-Hoppe
