Minutes of the Events Committee meeting held at 7.00pm on Thursday 16 January 2020 in the meeting room at the Institute.
Present: Councillors Bowell, Dilks, Green, Hall, Halls, Stevens and Thomas.
The minutes were taken by the Parish Clerk.
31.20 To receive apologies of absence.
Apologies were accepted from Councillor Kornfeld.
32.20 To receive declarations of interest.
None declared.
33.20 To agree the minutes of previous meeting held on Thursday 17 October 2019
Agreed and signed.
34.20 Clerks report.
- The organiser of the Walk Happy event to be held this year on Sunday 3 May 2020 had invited the Parish Council to have a stand at the event which will start from the Leisure Centre this year. It was agreed that the Parish Council should have a stand at the event as it would be an opportunity to promote the 3 footpath walks organised for later on in the year.
- Councillor Green confirmed that a buzzer game would be ready for use at the community events in the Summer. Councillor Thomas also said she had a giant Jenga game that could be used.
- It was acknowledged that several Councillors had attended the tree planting event which took place on the 2nd Anniversary of the signing of the Tree Charter, Saturday 30 November 2019 however it was not well attended by members of the public as although it was advertised via social media it was at short notice. Councillor Stevens noted at this point that the membership of the social media and community engagement working party would need to be reviewed due to the recent resignation of two Parish
Councillors
- The DSJ Remembrance Parade took place on Sunday 10 November 2019 and ran smoothly and was well attended. All parties involved are eager for this to become an annual event and it was noted that the new route was more meaningful.
- The Carols in the Jubilee Park which were due to take place on Friday 20 December 2019 unfortunately had to be cancelled due to heavy rain. This highlighted the need to have a plan B in place and alternative locations were being considered such as the slabbed area outside the shops on the junction of Thackers Way/Crowson Way, the turning point on Pendlebury Drive, the Linchfield School car park or within a Church hall.
- The tree summit provisionally booked to take place on 18 February 2020 has been postponed as meetings are being arranged with The Woodland Trust to discuss the format, subject areas, speakers and invitees. A meeting had been organised for 28 January 2020 when Councillors Bowell and Stevens would meet representatives from The Woodland Trust to discuss the format of this event.
35.20 The Annual Parish meeting – to receive an update and consider what else needs to be done and who is doing it (conference centre at the Deepings school is booked for Tuesday 21 April 2020).
The Clerk confirmed that the conference centre at The Deepings School was booked.
Councillor Thomas advised that she had contacted South Kesteven District Council and Lincolnshire County Council and Councillors and Officers would be attending hopefully along with the stand LCC use at the
Lincolnshire Show offering an interactive element to the APM. Councillor’s Thomas and Stevens would arrange this and keep the Parish Clerk informed.
Councillor Stevens requested that the Clerk promotes the making a difference awards by sending details to all the Parish Councillors to encourage nominations and also to post an item on the Facebook page. She then proposed that the voting should be removed from the Parish Councillors allowing them to be more confident in putting forward nominations. An independent panel could be recruited – the suggestion being that the panel could include a representative from the District Council the County Council and the local Press. A discussion took place during which concerns that this removed the awards from being a parish council initiative were raised, the question of whether the nominations could be made anonymous in any way, and the suggestion that the voting procedure was not broken and also that the importance of the awards was not necessarily the winning but the being nominated and recognised. It was agreed that the proposal that a panel of three individuals from outside of the Parish Council should choose the winners of the making a difference awards should be recommended to the full council for resolution.
36.20 Great British Spring Clean (20 March to 13 April 2020) – to consider how to get involved.
As the Parish Council had been involved in this event for a number of years and it had always been successful with a number of organisations and individuals getting involved it was agreed to hold a community spring clean at 11am on Sunday 29 March 2020 meeting on Jubilee Park off Thackers Way and then dispersing to various areas in the Parish. Adverts via posters, the Web page, Facebook and a newsletter article would encourage people to get involved. If they were unable to attend this event they should be encouraged to get involved at some point during the week.
37.20 VE Day 75 – to consider what the Parish Council needs to do to support the Friends of Jubilee Park in organising an event on 8th May 2020.
Councillor Dilks advised that the Langtoft, the Deepings and District branch of the Royal British Legion would like to be involved as their membership was not large enough to organise an event themselves. Councillor Dilks confirmed that he has spoken to Revd. Mark Williams and who is happy to lead an open air service. Councillor Dilks has also approached the Spalding
Ukulele Orchestra to see if they are able to provide the entertainment. Councillor Stevens confirmed that the Friends of Jubilee Park were enthusiastic to mark the occasion by lighting the beacon and providing music and refreshment.
It was agreed that a representative from the RBL should meet up with the Friends of Jubilee Park to progress this further.
38.20 Buffet in volunteers week (1 June to 7 June 2020) – to agree what needs to be done and who is doing it.
The Clerk advised that the Priory Hall was available for hire on any Monday or Wednesday night. Councillors Thomas and Stevens would check what night’s local voluntary groups within the area met and then agree a date that did not clash.
39.20 Footpath Walks – to agree the dates to hold the rights of way walks for 2020.
After discussion the following times and dates were agreed:
Thursday 4 June 2020 at 7pm - The Deeping Lakes/River Welland/Eastgate walk (PROW 14 & 909)
Thursday 2 July 2020 at 7pm – the Frognall/Stowgate walk (PROW 9,10,11 & 12)
Tuesday 15 September 2020 at 6pm – Linchfield/Towngate walk (PROW 2, 3, 4 & 5)
The Clerk would approach a local public house to confirm if they were able to provide refreshments after the walks.
40.20 To consider the content of the Spring 2020 newsletter
Articles and adverts to promote the making a difference awards, the Great British Spring Clean event, the annual parish meeting and the 3 footpath walks should be included in the next newsletter.
41.20 To agree the date of the next meeting.
