The minutes of the EXTRAORDINARY meeting of the Finance, Policy and Personnel Committee held in the meeting room at the Institute 38 Church Street Deeping St James PE6 8HD at 7.00pm on Tuesday 3 January 2023. 
  
Present: Councillors Bowell, Gilbert, Halls, Shinkins-Hoppe and Stevens.

The Parish Clerk took the minutes. 

23.45 To receive apologies of absence.

Councillors Hosking and Olson were not present.

23.46 To receive any declarations of interest.

None declared. 

23.47 To adopt the minutes of the previous meeting held on Thursday 15 November 2022.

Agreed and signed.    

23.48 To receive the Clerk’s report.

The Clerk advised that several letters had been received from Barclays Bank Plc requesting business details to avoid access to the account being restricted. Making contact by phone had established that this information was being requested of all Businesses in order for Barclays to comply with the Financial Control Authority requirements but the Clerk had still not been told what information was needed. A call back and a response to an email had been requested.    
    
23.49 To receive an update on the Parish Council’s current financial position.

The bank balance as at 22 December 2022 was 3230,566.79 which included general reserves of £50,042.96 and earmarked reserves of £73550.00 was noted.  

23.50 To receive and consider reports on the Parish Council’s income and expenditure from 1 April 2022 to date.

The contents of the reports were noted. 

23.41 To continue (following on from the meetings held on 11 October 2022 and 15 November 2022) to consider the budget requirements for 2023/24 and agree a precept figure for 2023/24 to be recommended to Council on Tuesday 17 January 2023.   

The Parish Clerk circulated paperwork showing the forecasted spend as at 31 March 2023, the draft budget requirements for 2023/24 and the draft precept for 2023/24. 

The members considered this paperwork and agreed to recommend the following to Council 

- an expenditure budget of £226,290.00, 
- an income budget of £11,100.00 
- and a precept request of £198,399.60. This precept request equates to an increase of £13.04 (20.40%) per annum on a band D property
