The minutes of the extraordinary meeting of the Finance and General Purposes Committee held in the meeting room at the Institute 38 Church Street Deeping St James PE6 8HD at 7.00pm on Thursday 6 January 2022.

Present: Councillors Bowell, Gilbert, Hosking, Shinkins-Hoppe and Thomas The minutes were taken by the Parish Clerk

22.41    To receive apologies of absence.

Apologies had been received and were accepted from Councillors Halls and Stevens.

22.42    To receive any declarations of interest. None received.

22.43    To adopt the minutes of the previous meeting held on Thursday 18 November 2021. Agreed and signed.

22.44    To receive the Clerk’s report.

The Clerk is still waiting for proof of identification from Councillor Halls in order to proceed in opening the savings account.

Proof of identity from Councillors Gilbert and Halls also needs to be provided to Barclays Bank in order to amend the signatory mandate.

The proceeds of the street collection which took place on Friday 17 December 2021 at the Carols in the Park is to be banked and shared between the Salvation Army and the Kids in Deeping.

22.45    To receive an update on the Parish Council’s current financial position.

The contents of these reports were noted and it was agreed to RECOMMEND to full Council that the earmarked reserves named land acquisition should be renamed land / premises acquisition.

22.46    To receive and consider reports on the Parish Council’s income and expenditure from 1 April 2021 to date.

The contents of these reports was noted

22.47    To agree the budget requirements for 2022/23 and the parish council tax precept figure to be recommended to full council on Thursday 27 January 2022.

The budget for 2022/23 was considered and the following increases were made Professional fees - increase from £1000 to £2000

Community Events - increase from £1800 to £2300

Maintenance of trees and hedges - increase from £2000 to £4000 Grant Aid – increase from £4500 to £5550

Taking these increases into account it was agreed to RECOMMEND requesting a parish precept of £161,458.48 for 2022/23. This would be show as a 0% increase on the band D charge shown on the Council Tax bill in comparison to the 2021/22 parish precept.

22.48    To agree the date of the next meeting – 7.45pm Thursday 17 February 2022.
