Any member of the public can attend all Council and Committee meetings to see the work of the Council.

Full Council meetings are held on the last Thursday of each month which start with a 30 minute public forum for questions and issues to be raised.

Minutes of Deeping St James Parish Council Allotments, Footpaths and Open Spaces Committee meeting held on Thursday 13 June 2019 at 7.00pm at The Allotments, Hall Meadow Road.

Present: Councillors Bowell, Hardy, Stevens and Thomas Geoff Hurst – Allotments Association Chairman Carole Bremner – Secretary Friends of Jubilee Park Assistant Clerk

 

1.20 To elect a Chair person

It was proposed by Councillor Stevens and agreed by all that Councillor Hardy would be the Chair person for the year 2019/2020

 

2.20 To receive apologies for absence

Apologies were received from Councillor Hall, Councillor Gilbert and Councillor Shinkins-Hoppe

 

3.20 To receive declarations of interest, if any

None received

 

4.20 To adopt the minutes of the meeting held 20 September 2018

5.20 Clerks report and matters arising not considered elsewhere on the agenda

A Barn owl nesting box has been purchased and is to be installed at The Deepings Nature Reserve. During December ‘18 additional hawthorn hedging was planted on Jubilee Park. Some of this has been pulled up and the committee agreed that in the autumn the maintenance man will be asked to replace this. The assistant clerk will apply to The Woodland Trust for a free sapling pack.

The repairs to the allotment carpark were carried out in January 2019. The new trim trail was installed on Jubilee Park in February 2019.

Allotments association APM was held on 19 March ’19 and attended by Cllr Bowell and Cllr Hall. The allotments have been inspected at the beginning of May by the Parish Councillors with letters sent to tenants who are not cultivating their plots further letters are to be sent out following an inspection prior to the committee meeting tonight.

 

6.20 To receive any comments from the Allotments association and make any recommendations to Council

The Allotment Association BBQ will be held on 18th August and all the committee were invited to attend. The assistant clerk was asked to contact all plot holders by email or letter to remind them that parking along the access roads is not allowed – the roadways must be kept clear to allow for emergency vehicles to enter should they need to. All cars should use the main carpark. Councillor Stevens provided Geoff Hurst with information and contact details of Invest SK who may be able to offer advice on grants/funding available for allotment improvements. ‘Plaining’ from roads are needed by the allotment association to use on their access roadways and Councillor Stevens offered to contact Councillor Barry Dobson LCC to ask if any would be available when roadworks are carried out locally.

 

7.20 To receive any comments from Friends of Jubilee Park

Carole Bremner informed the committee that the Trim Trail on Jubilee Park is being well used by all ages. The Friends of Jubilee Park were asked to provide a plan of the layout for a proposed footpath that they are considering as a new project to make access more even and easier for park users, especially those on mobility scooters. The trees on the triangular area at Jubilee Park are to be trimmed by DSJPC maintenance worker.

 

8.20 To review the Terms of Reference and Delegated Powers, within standing orders for The Allotments, Footpaths & Open Spaces committee

Recommend to Full Council that the wording of Item (i) of Terms of Reference have the addition –

….and report any inaccessible footpaths to the land owner.

And item (iv) of Terms of Reference be reworded -

To co-ordinate activities on Jubilee Park with The Friends of Jubilee Park and The Events Committee and to make recommendations to Council
