September 2026 Minutes (EOM)
The Minutes of the Finance, Policy and Personnel Committee meeting held in the meeting room at the Institute 38 Church Street Deeping St James PE6 8HD at 7.00pm on Thursday 10 September 2026.
Present: Councillors Bowell, Gilbert, Rose, Shinkins-Hoppe and Stevens.
The Minutes were taken by the Parish Clerk and Councillor Gilbert.
27.28 To receive apologies of absence.
Apologies had been received were accepted from Councillors Halls, Hosking, Neville and Nickerson
27.29 To receive any declarations of interest.
None declared.
27.30 To adopt the minutes of the previous meeting held on Tuesday 11 August 2026.
It was RESOLVED to defer the signing of these minutes until the meeting on Tuesday 13 October 2026
27.31 To receive the Clerk’s report.
No report was given
It was RESOLVED to move into closed session in accordance with The Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matters
27.32 To further consider the job evaluation report completed by the Local Council Consultancy.
The Clerk had provided costings, completed in conjunction with the payroll provider, to Councillor Gilbert and provided answers to questions asked by the committee prior to leaving the meeting.
The report was considered by the committee and it was agreed to recommend to Council that the National Joint Council pay scale spinal column points attached to the roles of Parish Clerk/Responsible Financial Officer and Assistant Clerk should be increased in accordance with the recommendations within the report.
The Parish Clerk re-joined the meeting and the recommendation was shared.
It was then agreed that a meeting of the personnel sub-committee should be arranged to consider employing an additional member of staff. Both the Parish Clerk and Assistant Clerk would attend this meeting to provide input.
It was RESOLVED to move out of closed session.
27.33 To note the date of the next meeting to be held at 8pm on Tuesday 13 October 2026
